摘　　要：创新是社会和经济发展的源动力。"2011计划"是我国继"985工程""211工程"后实施的又一项重大战略。准确把握国家政策导向及其释放的机遇,总结、借鉴先行者的经验,立足区情、围绕内蒙古"8337"发展思路,深入研究、探索内蒙古地区高校协同创新策略及其行动路径对于有效提升区域人才、学科、科研三位一体的创新能力和高校为区域经济社会可持续发展的服务能力具有重要的现实意义。Innovation is the power to drive social and economic development. ＂2011 Plan＂ is another major strategy following the ＂985 Pro- ject＂ and ＂211 Project＂. This paper accurately grasps the opportunities guided by national policies, summarizes and learns the experience of pioneers, and deeply explores Inner Mongolia Universities collaborative innovation strategies and action paths based on the regional situation and the Inner Mongolia ＂ 8337＂ development goals. It has practical significance for effective promotion of regional innovation ability of the trinity （ talents, disciplines, and scien- tific research）, and universities＇ s capacity to serve the sustainable development of regional economy and society.
