摘  要:近年来,美国地方政府面临财政紧缩的压力,导致公共服务的经费投入大幅缩减,学校教育服务也不例外。美国印第安纳州学区合并政策便是经济水平下降对教育发展产生影响的直接产物。在以"缩减教育成本"为初始目标的政策实施过程中,教育质量下滑引起了社会各界的关注。政府构建了"基于质量提升与成本缩减"的学区合并绩效评估体系,并逐渐将政策目标调整为"教育质量优先,兼顾成本缩减",成功地实现了提高教育质量与缩减成本的双重目标,有效地促进了学区合并的顺利实施。其卓有成效的政策评估体系和兼容的政策取向对我国农村学校布局调整具有重要的借鉴意义。In light of financial crisis in Indiana State as well as other states in the U.S, the input money on public services has shrunk much in recent years, education is not an exception. Accordingly, the policy of school district consolidation is implemented aiming at saving cost and enhancing educational efficiency, through merging adjacent districts. In the implementation of policy with the initial goal of reducing educational cost, the decline of educational quality has drew public attention. The government has established performance evaluation system of school districts consolidation which are based on quality improvement and cost reduction. Then, the government adjusted the policy goal to "educational quality first, taking cost-saving into account as well", which makes it a dual goal of improving educational quality and saving cost, and which contributes to the successful implentation of school districts' consolidation. Therefore, there are great implications for the effective policy evaluation system and the compatible policy orientation on the adjustment of rural schools' layout of our country.
