摘　　要：目的了解黑龙江省收支两条线管理对乡镇卫生院运行的影响。方法以尚志市和延寿县为案例,对乡镇卫生院收入支出、服务量和费用水平等指标进行测算,采用趋势分析法进行分析。结果财政投入增加明显,医疗费用在一定程度上得到控制,绩效考核制度有待完善。结论在加大政府财政补偿力度的同时,适度提高服务价格,逐渐完善绩效考核制度,提升乡镇卫生院的医疗服务能力。OBJECTIVE To explore the impact of separating revenue from expenditures mode on township hospital＇performance inHeilongjiang Province. METHODS Discussion on the change of township hospital＇s incomings and outgoings, service quantity andmedical cost with trend analysis method. RESULTS Financial investment increased significantly. Health care costs is under control tosome extent. And the performance appraisal system needs to be improved. CONCLUSION Raise service prices moderately, while im-proving the financial compensation. Perfect the performance appraisal system gradually. And enhance the medical service capacity ofthe medical personnel.
