摘　　要：在高等教育大发展的背景下,教育部自2003年开始组织实施普通高等学校本科教学工作水平评估,这是党和政府对高等教育的宏观管理与微观指导,也由高校的一项常态工作变成人们热议的话题。通过解读高校本科教学质量评估的理论意义,分析教学质量评估中存在的问题及根源,提出了完善高校教学质量评估与保障体系建构要点。In the development of higher education, the Ministry of education began to organize the implementation of the under- graduate teaching level evaluation since 2003, this is the party and the government macro management of higher education and micro guidance, from a normal university to become a hot topic. Through the theoretical interpretation of undergraduate teach- ing quality evaluation, analysising of problems in the assessment of teaching quality, putting forward to improve the university teaching quality evaluation and guarantee system construction points.
