摘 要:在我国扶贫发展进程中,民族地区历经外生和内生发展的战略实践。事实证明,两种发展战略在推进民族地区经济社会发展的同时也显露出其自身存在的局限性。本文在景宁两个村庄发展路径和实践经验启示的基础上,主张突破外生与内生的二元对立,通过整合两种发展战略的优势,提出民族地区超越内生与外生的协同发展战略。它反对国家行政系统过于直接和微观的干预,注重外部系统的资源分配与地方资源的开发利用相契合,突出地方发展机构的桥梁纽带作用,强调民族地区的发展应是国家行政系统、外部资源系统与地方行动者系统相互作用、协同推进的动态过程,这是新常态下加快民族地区发展的必要选择。Due to the facts of development lag and the realistic needs of national identity,the ethnic region development has been a hotspot for both academic circles and government concern all the time. In the course of China's ethnic region development,it mainly presents exogenous and endogenous development strategies. In fact,they reveal the inherent limitations while promote the economic and social development in ethnic regions. With this understanding,basing on the comprehensive study on the development path and practice experience of two villages in Jingning,this paper puts forward the ' coordination development' as a new strategy for ethnic region development. By integrating and transcending the exogenous and endogenous development strategies,it tries to dispel the boundary between the external aid system and internal development system,and construct the coordination pattern which makes for vertical linkage as well as internal and external docking to achieve the comprehensive and sustainable development of ethnic regions.
