摘　　要：享受公共服务是公众的基本权利,提供公共服务是政府的基本职责,随着社会公共需求的不断增加,建设服务型政府、完善公共服务成为各国政府的共同选择。基础教育是公共服务的重要组成部分,保障公平是教育公共服务的核心价值取向。在公共服务的框架下,基础教育要坚守促进教育公平的核心价值,以向广大民众提供"全覆盖、无差异、有质量"的基础教育服务为目标,深刻认识我国基础教育发展由关注硬件配置、规模扩张向内涵建设和质量提升的根本性转变,关注基础教育系统的发展内涵和公平本质。To enjoy the public service is one of the basic rights of the public,to provide public service is the basic duty of the government,with the increasing of social public demand,building a service-oriented government,improving the public service become the common choice of the governments. Basic education is an important part of public services,safeguard the fair education is the core value orientation of public service. In the framework of public services,the core of basic education should stick to promote education fair value,in order to provide to the general public＂full cover,no difference,quality education service＂as the goal,the basis of deep understanding the basic education development of our country from the focus on hardware configuration,scale expansion to the connotation construction and promoting the fundamental shift of quality,focusing on the development of basic education system and fair nature.
