摘　　要：高校学生党员教育管理面临的新形势、新任务和新问题必然要求新的举措。从"以生为本"的视角,建立以质量标准体系、发挥学生党员主体作用的制度体系和学生党员服务体系构成的高校学生党员教育管理长效机制对解决新时期党员教育管理出现的一些新问题、完成党员教育管理的新任务具有重要意义。Facing new situation, new task and new problems, education and management to college students＇ Party Members inevitably requires new initiatives. From the perspective of ＂student orientation＂, the establishment of a long-term mechanism for education and management to college students＇ Party Members including a quality stan- dard system, an institutional system giving full Play to college students＇ Party Members＇subjective initiative and a service system for college students＇ Party Members has important significance in solving some new problems in edu- cation and management to college students＇ Party Members in the new period and finishing the task for education and management to college students＇ Party Members.
