河南传统型产业集群人力资本积累的实现路径与运作机制

摘　　要：河南省传统型产业集群目前面临着技术创新能力不强,市场竞争过度,产业升级难以推进等问题。导致出现这些问题的根本原因在于产业集群人力资本积累不足、供求矛盾突出。要解决这些问题,应当加强农民工职业技能培训,扩大企业人力资本积累基础;整合职教资源,提升人力资本积累效率;推动人才流动,加快人力资本积累速度。人力资本积累新路径就是在综合考虑目前河南省农村劳动力转移和全省职业教育总体发展态势的基础上,在专属性人力资本积累的方式方法方面进行的一种探索与尝试。它以农民工、职业教育与培训中心、人才市场和产业集群内企业为主体,以有效推动农村转移劳动力向企业人力资本转化为核心内容,以"市场调节、多向选择、动态开放,循序渐进"为主要特点,将有助于河南省传统型产业集群加快技术创新步伐,增强市场核心竞争能力,从而实现长期可持续发展。At present,there are problems such as the poor ability of the technological innovation,the excessive competition in the market,the difficult upgrade of industry in the traditional industrial clusters in Henan province. The root cause is the lack of the accumulation of the human capitals. As the main workers in the clusters are the countryside transferring labor force,the systemic skill training for them in scale is very important for the gap between the demand and supply of the human capital. The new way of the accumulation of the human capitals is a kind of the exploration which is based on the study for the vocational education as well as the human capital accumulation. In this system,the subjects are the center of the vacational education and training with the traditional industrial clusters and the rural surplus labor,the communication platform is the internal talents market,and the character is the interaction of them. This way can be helpful to the traditional industrial clusters in the strength of the competitive ability as well as the technological innovation and help them realize the long-term sustainable development.
