摘　　要：间断—平衡模型是解释政策变迁轨迹和动力机制的重要理论模型之一,它同时关注政策过程中的稳定渐进性和变革性。运用该分析框架,可以厘清我国高校自主招生政策变迁的阶段划分及其相应的动力机制。我国高校自主招生政策变迁包括三个阶段,分别是:初创期、渐进发展期与剧烈活动期。其中,政策初创是系统内外部环境综合影响的结果。以自主招生联盟为标志的子系统政策垄断使政策渐进发展。公共话语空间的变化、宏观政治中政策信仰的转变、高等教育系统恶性生源竞争和招生腐败案件频发,促使政策突破注意力瓶颈,进入剧烈活动期。此后,伴随着中国特色考试招生制度体系的建构,高校自主招生政策将迎来新的渐进发展期。Punctuated-equilibrium model is one of the important theory model to explain the trajectory and dynamic mechanism of policy changes, it pays attention both to stability and revolution. Using this model, we can clarify the periods and the corresponding dynamic mechanism of independent recruitment policy of China＇ s university. The independent recruitment of China＇ s university consists of three periods： the period of start-up, the period of gradual development and the period of intense activity. In initial period, independent recruitment policies are in the comprehensive influence of economic and political environment, the popularization of higher education, the ideal of university autonomy. Policy monopoly in the subsystem which is marked by the forming of independent recruitment alliance makes policy developing gradually. In the period of intense activity, policies break through the bottleneck of attention because of the changes in public discourse space, the changes of policy belief in the t competition for students and enrollment corruption in the system of higher education. Since then, along with the constructions of the systems of examination and enrollment policies with Chinese characteristics, the policies of autoriomous enrollment of universities will usher in a new period development. of steady
