Reflections on Achievement Testing in Neo-Gaokao Reform and Policy Recommendations: Deliberations on Zhejiang & Shanghai Pilot Programs

摘  要:基于中央的教育深入改革精神,2014版新一轮高考改革启动,浙江省和上海市率先于2014年试点,并出台了基于国家高考改革实施意见的具体高考方案,本文主要基于国内外相关文献研究以及国内外学业水平考试实践,针对两地试点方案中的学业水平考试措施从定位与功能、分数解释、减负精神、命题与计分等进行研讨,最后从学考定位、命题建议、分值转换、质量监控等方面提出一些政策建议。基于研究和试点不断完善试点方案,以践行高考改革体现"蹄疾而步稳"的指导方针,这对全国各地后续跟进高考改革意义重大。In response to the CPC central committee' s appeal to deepen reform in education, the neo-Gaokao reform campaign was initiated in 2014 with Zhejiang Province and Shanghai Municipality as pilot locales, which drafted their pilot Gaokao reform plans successively. Based on related literature study and the operationalization of achievement testing in China and abroad, certain measures in the pilot locales' achievement testing programs have been reflected including its purpose and function, score interpretation, ripple effect on study load, test item development and score reporting. Policy recommendations are subsequently provided, concerning function of achievement testing, test development, score transformation and quality control. To enable the guideline of "Slow but steady", it is of paramount importance for pilot locales, based on research and trial, to accumulatively ameliorate the neo-Gaokao reform plans which will be exemplary to the nationwide Gaokao reform campaign.
