地市级开放大学文化建设问题初探

摘　　要：文化建设在广播电视大学向开放大学转型的过程中是一个值得重视的问题,承德广播电视大学作为地市一级的开放大学要从工具理性的文化与价值理性的文化、信息技术与人的信息素养的文化、系统文化与特色文化三个层面注意文化建设的协调发展,而改善文化失调现象,离不开文化自信和文化自觉的知与行,还需要保持学术独立,抵制大众文化中的娱乐化、消费主义等社会不良文化因素的影响。Cultural construction is an issue worthy of attention during the transition from radio and TV university to the open university. Chengde Radio and TV University, as a city-level open university, needs to pay attention to the coordinated development of the cultural construction of three aspects, such as tools rational culture and the value of rational culture, information technology culture and information literacy culture, system culture and characteristic culture. Improving cultural imbalance phenomenon cannot leave cultural confidence and cultural consciousness of knowing and doing, also needs to keep academic independence and resist the influence of entertainment and consumerism in popular culture and unhealthy social cultural factors.
