异地高考政策输入过程研究——基于政策过程理论的分析

摘　　要：政策输入是政策过程的子过程,被视为政策过程的创始阶段,包括政策问题的确认与政策议程的设置。异地高考政策问题确认经历了问题察觉、问题描述、问题分析、问题界定四个阶段,异地高考政策议程的设置包括公众性政策议程、专业性政策议程、传媒性政策议程的构建以及政府政策议程的建立。新兴阶层在异地高考政策输入中的政策诉求需要引起政府决策部门的重视。Policy input is a sub-process of the policy process,it is regarded as the founding stage of the policy pro-cess,and it includes the policy issue confirmation and setting the policy agenda. The policy issue confirmation of “Offsite College Entrance Examination”experienced four stages：problem perceived,problem description,problem analysis and poli-cy definition. The building processes of the public policy agenda,the professional policy agenda,the media policy agenda and the government policy agenda were also analyzed. The demands of emerging classes for “Offsite College Entrance Ex-amination”need government departments pay attention.
