摘 要:转基因食品安全问题不单单是一个纯碎的科学研究问题,更是一个复杂的社会问题。作为政府社会治理的一种手段,食品安全监管体系虽然被赋予了监管食品安全的重责,但在具体实践中也积累了不少问题:消费者对转基因标识认知不清,政府、媒体、专家、技术研发者对转基因食品的安全性口径不一等。这些问题引起了公众对食品安全问题和政府管制能力及其政策效力的质疑。文章从消费者对转基因食品的消费认知出发,分析当前政府管制体系中亟待完善的环节,以期构建一个更加全面且完善的政府食品安全监管体系,从而优化政府食品安全管制的政策选择。The safety of genetically-modified-food (GMF) is not only a pure scientific research, but rather a complicated social problem. Food safety regulation system, as a social governance method, was supposed to be responsible for supervising food safety, but now it has been pointed out several weaknesses: consumers' cognition of the label of the GMF isn't clear, the government officials, the media workers, experts, technologists and developers have no confidence in the safety of GMF. People are questioning the GMF's safety, doubting government's regulation ability and its policy effectiveness. This essay started from revealing consumers' awareness of such food and made an analysis of the imperfect food safety regulation system in order to build up a more sophisticated one which would help to optimize government policy of food safety regulation.
