摘　　要：在一定程度上,社会公德缺失已经成为当前我国社会的一个突出问题,它已经引起整个社会的普遍关注和高度忧虑。导致社会公德缺失的原因,既有传统的因素,又有现实的因素。在传统因素中,既有传统社会家本位宗法制下重私德轻公德所导致的公德资源匮乏,又有计划经济时代公德建设过分倾力于先进性、崇高性,而对公德的广泛性、层次性着力不足的影响;在现实因素中,则主要是社会转型期的公德建设滞后于经济发展以及学校思想品德教育的偏差等。当前,加强制度伦理建设,运用人性化的现代公共交往制度塑造人的公德,是社会公德建设的基础性工程;加强公德教育和个人修身训练,是提升公德素养的必要途径。Lack of public morality has become a prominent problem, which has caused widespread concern and worry. Both traditional and practical reasons lead to the lack of social morality. During the family--dominated traditional China society, social ethics were based on the family ethics, which gave us little public morality legacy; and in the planned economy era, morality construction was paid more attention to the high-level than the lower-level public morality. In China＇s social transformation period, public morality construction which lags behind the economic development is the practical reason. Correspondingly, there are at least three effective measures to improve modern Chinese people＇s public morality. First, we should strengthen the construction of system ethics to enable people to join humane public interaction to develop their public morality. Second, we can enrich public morality education. Third, we should advocate training and educating oneself to improve his or her public morality.
