摘　　要：新建本科院校转型问题是我国高等教育改革与发展重要的理论和实践问题,值得研究和思考。本文在总结和归纳前人已有研究成果的基础上,重点探讨了我国新建本科院校在转型过程中出现的问题和困惑,试图从政策行动的视角予以分析,并有针对性地结合这些院校所面临的挑战,提出改革与发展的基本思路。Transforming the newly .built undergraduate colleges and universities is an important thing in the theory and practice on the reformation and development of out country＇s higher education, which is quite worth studying and reflecting upon. Based on the summary and conclusions from the existing research achievements, this paper focuses on the problems and confusions that could be met during the process of this transformation program in the hope of giving them a thorough analysis from the perspective of policy action and putting forward some basic ideas for the reformation and development of the newly built undergraduate colleges and universities in accordance with the challenges that these colleges and universities are facing.
