摘 要:文献研究发现,美国遵循单语主义传统,固守英语的霸主地位。其K-12学校的外语学习经历了从20世纪50年代前的步履维艰,到后人造卫星时代对外语学习大刀阔斧地改革,再到21世纪着眼于国家安全和利益的外语学习战略政策调整,并带来了外语学习领域内教学与评估的新进展。尽管美国民众对外语学习的成效众说纷纭,但其价值与意义得到了广泛认同。笔者认为,美国外语学习政策的演变一方面表明了美国支持个人全面发展、获得乐趣、增加学术或认知利益的一贯立场;另一方面,体现了美国社会将外语学习上升到保障国家安全、经济繁荣、社会稳定的战略高度的深刻认识。这对我国外语学习的语种规划、战略利益调整以及推进主体等都具有积极的借鉴意义。Literature. research finds that there is a monolingual tradition in America, adhering to thedominance of English. The foreign language learning in K-12 in America has experienced from the struggle in1950s to the dramatic reform in the Post-Sputnik Era, and to the strategic policy adjustment focused onnational security and benefits in the 21st century, leading to new progress in the field of foreign languageteaching and assessment. Though opinions vary, the value and meaning of foreign language learning have beenwidely shared. The evolution of foreign language learningconsistent standpoint of supporting individual all-roundpolicy in America, on the one hand, shows thedevelopment, obtaining fun, and increasing theacademic or cognitive interests; on the other hand, embodies the profound understanding oflanguageregardingforeignlearning as a way to safeguard national security, economic prosperity, as well as social stability inAmerican society, which has a positive significance on our foreign language learning planning, strategicinterests adjustment and participating principle part.
