摘  要:义务教育阶段实施就近入学政策对促进学校均衡发展、保障教育公平起到了至关重要的作用。但目前,就近入学政策执行失真成为适龄儿童和少年平等享受义务教育的重要障碍。政策本身的规范、教育资源有限、政策相关者的博弈、监管不力等因素是导致就近入学政策失真的主要原因。要真正实现就近入学政策目标,需要规范就近入学政策,鼓励优势资源均衡流动,协调各方利益冲突,加强落实监督机制,从而使该政策得到有效贯彻和落实。The publish ment and implementation of nearby enrollment policy has played a crucial role in promot- ing balanced development of the education and ensuring educational equality. But at present, the distortion of nearby enrollment policy has become a great barrier, which hinders school-age children and adolescents to receive compulsory education equally. The specification of the policy itself, the lack of educational resources ,policy concerned conflict of interest, poor regulation and so on lead to the distortion of nearby enrollment policy. To achieve the goal, we should regulate the policy, advocate the flow of quality resources, the coordination of benefits, and strengthen the implemen- tation of supervision mechanism.
