摘　　要：为有效防范科研经费腐败风险,存在四个有争议的问题。1.科研项目能不能搞承包制?如果把承包制嵌入到传统管理环节中来,将有助于提高科研效率。2.项目科研人员该不该获得劳动报酬?应根据"等量劳动获取等量报酬"原则,差别对待。3.项目科研工作与经费使用该不该分开管理?科研管理部门可以通过档案化管理,介入到经费使用合理性监管中来。4.能否利用项目经费结余搞科研奖励机制?可以建立结余经费逆向激励机制实施绩效管理。There are four topics on prevention of funding corruption： 1. Can the scientific research project make contract system？ If it is used as a free option embedded in traditional management link, this will help improve the efficiency of scientific research. 2. Should the project scientific research personnel obtain the labor remuneration？ This is actually ＂the amount of labor to obtain equal remuneration ＂ principle in reality, which should make a different answer according to different situations. 3. Should the project of scientific research work and funds use separate management？ Scientific research management department can cooperate with finance department. 4. Can we adopt incentive mechanism through project budget surplus？ We can set up reverse incentive mechanism to implement the performance management.
