摘　　要：信息技术的快速发展对高等教育的组织结构和教学形态产生着革命性影响,高等教育信息化已经成为国家信息化发展战略的重要组成部分。建设与高等教育国际化、信息化发展需要相适应的教育资源,是实现高等教育现代化的重要前提。在个性化自主学习趋势下显得十分必要和紧迫。科学把握信息化教育资源建设的技术规范、主要模式和基本特征,充分体现教学主体地位和质量优先原则,完善管理服务机制,保证信息的准确与安全是信息化教育资源建设的关键。The fast development of information technology has a revolutionary influence on organization structure and teaching form in higher education, the information of higher education is an important component of national information development strategy. The construction of education resources adapting to the internationalization of higher education and information development requirements is the important premise of realizing the higher education modernization, which is necessary under the tendency of individual autonomous learning. Scientifically grasping the technical specification, main mode and basic characteristics of education resource construction, fully reflecting the main position of teaching and quality first principle, perfecting the management service mechanism and ensuring the information accuracy and the security are the keys of information education resource construction.
