摘 要:本文通过对广东省基层组织、基层公务员履职状况的调查,勾勒出基层组织的行政生态图式,探究了基层组织及其成员与其他行政生态主体的互动路径与互动内容。文章认为当前外部行政生态主体对基层组织及其成员的实际输入内容是造成基层组织行政生态恶化、基层公务员履职压力巨大的根本原因,并认为只有改善干部管理制度等组织"边界"才能改善基层组织的行政生态环境。This study conducted an empirical research on the conditions of duty performance of grass - roots civil servants and organizations. Our paper describes a pattern of administrative ecology of grass - roots organizations, the interaction path and the contents between grass - roots organizations and their members as well as other subjects in the administrative ecology system. In this study, we have found that what the external environment brings to grass -roots organizations and their members radically deteriorates the administrative ecology of grass - roots organizations and adds great burden to grass - roots civil servants. Only if the organizational boundary, such as the cadre management system, is improved can the administrative ecology of grass - roots organizations get better.
