用“智慧之眼”看监管安全漏洞——监狱监管安全漏洞的学理分析

摘　　要：监管安全漏洞,是一个形态异变的"精灵",存在于监管安全工作之中,随时随地而变化,既具有一眼可见的固然性,也具有稍纵即逝的多变性和动态性,更具有与监管安全相伴相随的长期性和与监管安全不断地相博弈相较量的复杂性。认真细致地查找漏洞,各司其职地堵塞漏洞,举一反三地反思漏洞,是监管安全的重要工作。查找漏洞,我们不仅要仰望星空、着眼未来,更要脚踏实地、立足于当下,以取得监狱监管安全工作的"新常态"。The loopholes, like ＂sprites＂, exist in prison supervision security and change at all times and places. They possess the properties of obvious inevitability, fleeting variability and dynamic, the long-term features going hand in hand with the supervision, as well as the complexity in the continuous contest with supervision security. The supervisory departments of the prison should perform respective duties to find the loopholes, plug up them and introspect. When inspecting the loopholes, we should not only look up to the starry sky or look forward to the future, but also make downto-earth and realistic efforts, so as to achieve ＂new normal＂ of prison supervision security.
