摘 要:基于对2000—2012年中国教育经费统计年鉴数据的整理分析,1并以学前教育较为发达的江苏省2010及2011年调研数据为佐证,反映出我国学前教育投入力度在不断加大。但将我国与OECD成员国及"金砖四国"其他三国对学前教育的投入进行比较后,发现我国学前教育财政投入占国内生产总值比例及生均支出都还很低。加大学前教育财政投入是前提保证,完善学前教育成本分担是有效落实,后又通过对2000—2012年中国教育经费统计年鉴数据、课题组从12个省份2抽取的2358位园长及上海地区1132位家长调研数据的分析反映出我国学前教育成本分担现实状况与公众对我国学前教育成本分担社会期望之间的落差悬殊,公众期望各级政府之间能够合理分担,且希望政府能够承担50%以上的份额以逐渐减轻家庭的负担。Based on the 2000--2012 funding for education in China Statistical Yearbook data analysis,with Jiangsu Province's (one of the most developed areas in preschool education) survey data in 2010 and 2011, we can find that our country's investment in preschool education are increasing. But compared with OECD member countries and the other three "BRIC" countries, our country's preschool financial investment to GDP ratio and per student expenditures are still very low. Increase preschool education financial investment is a prerequisite and improve preschool education cost sharing is the effective implementation. The article based on the analysis about preschool education cost sharing for 2000--2012 of China Statistical Yearbook and the research group extracted 12 provinces 2 358 principal and 1 132 parents in Shanghai, in order to reflect the disparity gap between the reality of preschool education cost sharing and the social expectations. The public expect the cost sharing between all levels of government become more reasonable, and hope that the government will bear more than 50% share so that can gradually reduce the burden on families.
