摘　　要：通过分析卫生行业低龄老年人力资源二次开发的背景和意义,提出卫生行业低龄老年人力资源的二次开发不仅是新农合背景下解决农村卫生人力资源困境的新途径,也是实现"积极老龄化"的新出路。提出应从建立新社会组织、动员卫生行业老年人服务于农村卫生机构以及构建科学合理的工作模式3个方面促进老年人力资源的二次开发,为新农合的可持续发展提供人力资源保证。This article analyzed the background and meaning of the secondary development of elderly human re-sources in health area,proposed that the secondary development of elderly human resources in health area not only can solve the problem of health human resources in rural ,but also can achieve “active aging”in the situation of ag-ing social.We should propel the secondary development of elderly human resources in health area using the strate-gies as followed：establishing new social organization,encouraging the elder to serve in rural health institutions and constructing scientific and rational model of work.
