摘　　要：在新常态背景下,如何呈现地区综合发展不平衡的客观事实,常见的做法有GDP排名和各式各样的综合及专项排名。本研究针对我国各地评比、冠名、授牌、荣誉称号众多的特点,以地区荣誉名片为研究对象,采用大数据理念,借助搜索引擎、网络蜘蛛、信息抽取等手段自动抓取数据,建构名片表征算法,挖掘名片承载着的经济社会发展状态信息,以期得到相对全面评价各地区发展程度的排名及其方法,进而在四化同步推进中,更好地分类指导、分层投入和差异化科学发展,因地制宜推进各行业继续教育和各地农村教育及其他领域的发展与改革。A traditional way to present the fact of comprehensive development imbalances among dif- ferent regions is via GDP ranking or other kinds of comprehensive or special ranking. Taking into consider- ation that various comparison activities, endorsements, awards, or honorary titles emerge all over this cotmtry, this study designs a honor cards characterization algorithm, which analysis regional economic and social development based on the corresponding region honor cards, obtained by means of search engine, web-based spider, and information extraction, in order to reach a fairly comprehensive assessment of re- gional development. Based on all of these, this new algorithm can be utilized to promote the development and reform procedure of professional continue education, rural education or other fields, through better classified guidance, stratified investments and differentiated development according to local conditions in the progress of the four modernizations
