摘　　要：论文分析了初级水产品的定义,影响初级水产品质量的危害来源,以及相关法律法规和标准化中的问题。保障初级水产品质量和安全应作为《渔业法》的立法目的之一。建议遵循HACCP理论,修改《水产养殖质量安全管理规定》,制定《捕捞初级水产品质量安全管理办法》、《初级水产品交易市场卫生管理办法》和《水生动植物防疫管理办法》,完善相关标准的制定程序,鼓励和扶持水产品认证机构发展,以期实现对初级水产品质量的有效监管。The definition for fish and fish products, sources of hazards affecting their quality, and problems with relevant legislation and standardization are analyzed. Ensuring safety of primary fish products shall be one of aims of Chinese Fisheries Act. To achieve effective regulation of primary fish products quality, the theory of HACCP shall be followed, the existing Provisions to Regulate Quality of Primary Products from Fish-farms shall be revised, the specific provisions concerning quality of primary products from fishing vessels, sanitation of primary fish products market, and epidemic prevention of aquatic animals and plants shall be made, and the procedures to develop standards concerning fish products shall be improved. Further authentication agencies for quality of fish products shall be encouraged and assisted to develop.
