全面收费制对地方高校研究生培养与管理的影响

摘　　要：研究生教育实施全面收费政策,有利于增加高等教育经费投入、扩大教学规模、改善办学条件和提高研究生培养质量,为更多的人提供接受高质量研究生教育的机会,但同时也暴露出不少问题,尤其对地方高校研究生培养与管理将产生深远影响。全面收费制,对地方高校特别是基础学科会造成生源的不足,研究生培养导师负责制度可能导致科研工作急功近利,奖助措施制定标准无法保证绝对的公平,实行弹性学制会造成研究生学籍管理的混乱,因此要尽快采取积极措施降低其负面效应。Executing all-round tuition charging system in postgraduate education will be beneficial to increase investment for higher education, expand teaching scale, upgrade school conditions, and improve the quality of postgraduate education. It will definitely provide more opportunities to receive high quality postgraduate education for more and more people. However, it would expose some severe problems and profound impacts especially on the cultivation and management of postgraduate students from provincial universities. Enforcing all-round tuition charging system in provincial universities might cause shortage of recruits particularly for the basic disciplines, might lead some supervisors to seeking quick success and instant benefits from scientific research work, might bring about unfairness during the assessment of scholarship and financial aid due to lack of uniform clauses in evaluating standards, and might result in some mess in enrollment management for adopting the flexible educational system. Therefore, our educational managers and universities should take some positive measures to reduce these negative effects as soon as possible.
