教育政策执行者的机会主义行为对政策改进的影响研究——以大学自主招生政策为例

摘　　要：政策活动是由政策制定、政策执行和政策评价三者构成的系统性活动,三者密切联系、相互影响。政策改进是在原有政策基础上进行的修订,是一种特殊形式的政策制定,不但受政策评价的直接影响,而且受政策执行活动的直接影响。长期以来,关于政策改进研究强调政策评价对政策改进的影响作用,忽视政策执行对政策改进的影响作用。教育政策执行者的机会主义行为是政策执行者在执行政策过程中追求自我利益的一种行为,在其行为过程、行为结果和行为目标三方面,通过影响政策制定者的印象性评估、实证性评估和对话行为对教育政策改进产生影响。The policy activity is a systematic activity of policy making,policy implementing and policy evaluating,which are closely associated and mutually affected. Policy improvement,a revision based on the original policy,is a special kind of policy making,which is directly affected not only by policy evaluation but also by policy implementation. For a long term,studies of policy improvement have emphasized only effects of policy evaluation but neglected effects of policy implementation on policy improvement. The educational policy performer＇s opportunistic conduct is the policy performer＇s pursuit of individual interests in the process of performing the policy. The process,result and aim of his conduct affect the improvement of educational policies through the policy maker＇s impressionistic assessment,empirical assessment and intercourse conduct.
