联合国残疾儿童教育政策及其对我国的影响

摘　　要：20世纪60年代以来,国际社会对残疾人受教育权的认识,由医学慈善关怀转向权利主体,形成了非歧视与残疾人教育增权的基本理念,并且主张在国家层面上推进残疾人融合教育,确保缔约国履行教育义务,加强教师培训,从而推进残疾儿童教育的发展。Since 1960 s,the attitude to education for the disabled children has changed from the medical charity care to the subject of rights.And some new principles appeal,such as non discrimination and education empowerment tothe individuals with Disabilities.The education policies of United Nations for children with disabilities promote the integration of education at the national level,to ensure that the states will fulfill obligations of education,strengthen teacher training,promote the development of education for disabled children.
