基于负面清单管理理念的高校改革发展

摘　　要：在高等教育领域实施负面清单管理,目的在于扩大高校的办学自主权,激发高校的办学活力,推动行政管理模式向社会治理模式转变。根据教育部"在有条件的地方和学校开展负面清单管理试点"的政策布局,结合清单管理与高校办学特征,进一步明确高校负面清单的范畴以及设置原则,提出推进高校综合改革的创新性具体举措:促进大学章程和相关配套制度的契合、完善内部治理结构、加强面向社会开放办学和社会服务的能力、坚持办学特色与提升竞争能力等,而管理方式的改变,必将带来资源配置和责权利的相应变化。The implementation of Negative List Management in the field of university management aims at the enlargement of universities＇ autonomy in running schools,the motivation of universities＇ initiative of school running and the transformation from administration mode to social governance mode. According to the policy of the Ministry of Education that Negative List Management should be carried out as a pilot project in the qualified place and universities,combining the characteristics of list management and higher education,this paper identifies the category and principle of the universities＇ Negative list. It puts forward the following innovative strategies to promote the comprehensive reform of universities：1） to advance the fitness between universities＇ regulation and relevant system,2） to improve inner governance structure; 3） to strengthen the ability of society-oriented school running and society service;and,4） to adhere to the characteristics of school administration and to lift competition.
