民族地区学前教育投入的差异分析——基于云南、广西等八省区的数据统计

摘　　要：近年来，中央和地方各级政府对民族地区学前教育的投入不断加大。但通过对民族地区2008--2011年学前教育投入的分析发现，民族地区区域间以及区域内学前教育投入不平衡现象仍然比较突出。主要表现为公共财政预算教育经费投入不均衡、财政性教育经费投入不足、学前教育预算内经费占地区财政支出的比例增长缓慢、农村幼儿生均学杂费高于城市幼儿生均学杂费。同时，同一地区不同年份财政投入不稳定。针对上述问题，本文提出了一些可行性建议。The central and local governments at all levels have recently increased investment for preschool education in ethnic regions, but an analysis of the investment from 2008 to 2011 shows that the input for preschool education is still seriously imbalanced in these regions with the problems of imbalanced public financial budget for pre-school education, insufficient financial funding for education, a slow growth rate of preschool education budget funds in regional financial expenditure, and higher average tuition of rural children than that of urban children. In addition, the financial investment for one area is not stable in different years. To solve these problems, the paper puts forward some feasible suggestions.
