摘 要:新型城镇化的核心是人的城镇化,要求更加公平、更高质量的城乡教育,既要求破解传统的城乡教育二元结构,更要求破解新形成的城市内部新教育二元结构。要实现这一目标,政府需要以建设服务型政府为宗旨,重新定位教育行政职能。政府需要加大统筹规划力度,优化教育的体系结构,调整教育的空间布局;推进户籍制度改革和学籍管理改革,深化异地中考和异地高考改革,确保农业转移人口的教育机会均等;建立和完善多元的教育投入体制,积极改革教育人事制度,为破解教育二元结构提供相对充足的财力和人力资源保障。The key of the new urbanization is people's urbanization, which requires more equal and high-quality urban and rural education. It is essential to break both the traditional dual structure of urban and rural education and the new dual structure of urban education. In order to achieve this goal, the government needs to build a service-oriented government and reposition educational administrative functions. The government should establish an educational administrative system with urban-rural integration, inten- sify the government overall planning, optimize the educational system structure, and adjust the educational space layout; the government should promote the reform of household registration system and student reg- istration management, deepen the reform of senior high school entrance examination and college entrance examination in immigrant areas, and ensure the equal educational opportunity of the rural migrated popula- tion; the government also should establish and improve the multiple educational input system, positively reform the educational personnel system, and provide relatively sufficient financial and human resources to break the dual educational structure.
