摘　　要：高等教育质量的社会调节机制是指在高等教育质量保障中,除政府和高校之外的所有非官方的社会力量调节高等教育质量的构成、运行及功能。高等教育质量的社会调节机制主要包括社会经济系统的市场引导机制、文化系统的舆论监督机制和社会组织的评估评价机制。相对于政府、高校的质量管理,社会调节机制的运行具有发生的自发性、方式的间接性和效应的深刻性等特点,它对高等教育质量的调节功能主要体现在质量氛围的营造、质量观念的引导和质量行为的规范上。The social regulating mechanism of higher education quality is that all unofficial social power adjust the composition,operation and function of higher education quality except the government and the university in the higher education quality assurance.The social regulating mechanism of higher education quality mainly includes the market leading mechanism of social economic system,the mechanism of supervision by public opinion of the cultural system as well as the mechanism of assessment and evaluation of social organization.Relative to the quality control of the government and the university,the social regulating mechanism maintains several characteristics such as spontaneity,indirectness of the operation mode and profundity of the effect.The regulatory function to higher education quality is mainly reflected in construction of quality atmosphere,guidance of quality idea and standardization of quality behavior.
