摘  要:在我国大力推进课业负担监测和公告制度建设的同时,我国的课业负担公告还存在缺少规范化制度、轻视数据解读、忽视公告的改进功能等问题。通过分析数据公告的一般标准(SDDS、GDDS)发现,要解决这些问题,需要构建标准化的公告制度。本文以GDDS标准为视角,通过分析国内外较为成熟的教育学公告制度(PISA、TIMSS、NAEP、NAEQ、绿色指标)后发现,教育领域的公告制度应该着重关注公告标准、理论框架、呈现方式和公开性等问题。基于此,要构建标准化课业负担公告制度,就需要建立课业负担公告标准、明晰课业负担层级结构、增加课业负担公告的透明性和可获得性,同时提升课业负担公告制度的改进功能。When our country vigorously promote the construction of the burden monitoring and announcement system, China's announcement system of academic burden still present problems like lack of standardization system, and ignoring data interpretation and the improvement function of announcement. Through the analysis of general standards (SDDS, GDDS) of announcement, it is found that to solve these problems, a standardized system of public announcement should be built. In this paper, from the perspective of GDDS standard, through the analysis of the domestic and foreign developed education announcement system (TIMSS, NAEP, NAEQ, PISA, green indicators) it is found that the education announcement system should pay attention to the announcement standards, theoretical framework, the way of presentation and other issues. Based on this, to construct the standardized academic burden announcement system, the establishment of burden standard, clear academic burden level structure, the transparency and availability of the burden announcement, and the improvement the function of burden announcement system should be realized.
