摘　　要：坚持和完善党委领导下的校长负责制,建设现代大学,须克服对其认识上的误区;完善大学理事会制度,实现"党委领导、校长负责、理事会监督"的大学治理模式;以制定大学章程为契机,促进高校"党委领导下校长负责制"的权责统一;规范高校内部运行程序,健全民主监督机制;强化学术权力,回归大学本质。In the process of building a modern university, to adhere to and improve the responsibility system under the lead- ership of the CPC committee, we have to overcome the errors in cognition; improve the University Council system to achieve the governance mode of ＂the party leadership, the leadership of the Party committee of principals, the supervision of the board＂ ; to have the development of the University charter as an opportunity to promote the integration of power and responsibility under the guidance of ＂the president responsibility system under the Party leadership＂ ; standardize operating procedures in universities and improve the mechanism of democratic supervision; strengthen the academic power to return to the nature of universities.
