摘  要:我国煤炭企业一线工人工资制度是计件工资基础上实施各种奖励,包括安全奖。发达国家煤炭企业一线工人工资制度是计时工资基础上实施各种奖励,包括安全奖。理论研究证明,实行计件工资,会鼓励人们更注重产量,而淡化安全。我国煤炭企业工人工资制度期望既鼓励超产又鼓励安全,但在实际运行中生产和安全很难同时兼顾。发达国家煤炭企业不鼓励超产,同时又鼓励安全,生产和安全容易兼顾。这种薪酬制度的差别可能是我国煤炭企业安全水平低于发达国家煤炭企业安全水平的主要原因之一。The salary system of the workers in the front line of China coal industry is based on the piece rate salary to practice different rewards,including the safety bonus.The salary system of the workers in the front line of the coal industry in the developed countries is based on the time rate salary to practice different rewards,including the safety bonus.The theoretical study showed that the piece rate salary practiced would encourage the people to make mort attentions to the output with a less attention to the safety.The salary system of the workers in China coal industry would expect to encourage the over production and to encourage the safety,but in the actual operation,the production and safety would be difficulty covered.The over production would not be encouraged in the developed countries,meanwhile,the mine safety would be encouraged and the production and safety would be easily covered at the same time.The differences between the salary systems would possibly be one of the major factors that the safety level of China coal enterprise was lower then the safety level of the coal enterprises in the developed countries.
