摘  要:教育政策是政府引领国家教育事业发展的主要方式和手段,教育政策质量的优劣需要通过教育政策的评估来实现。出于现实的需要,教育政策评估逐步受到政府重视,然而与教育政策评估事业发展成熟度较高的国家相比,我国仍处于发展初期,教育政策评估的内在逻辑尚不清晰,存在诸多现实与理论发展的困境。实现教育政策评估制度化、评估组织多元化、评估方法量化与质性相结合,设计科学、合理的教育政策评估标准,是教育政策评估困境的出路。Educational policy is a main way for the government to realize its guidance of educational development, and its evaluation is an effective method to judge the quality of educational policy. Because of the actual needs, educational pol- icy evaluation is gTadually attracting the attention from the government; however, compared with countries where education- al policy evaluation has already developed perfectly, China is just on the first stage of development, still faced with difficul- ties in reality and theory, such as the unclear inner logic of educational policy evaluation. Ways to get out of the dilemma are to construct the educational policy evaluation system, diversify the evaluation organizations, apply both qualitative and quantitative methods and build scientific and reasonable educational policy evaluation criteria.
