摘 要:近些年来随着经济的发展,我国社会对儿童托管服务的需求日益增多。然而,很多社会托管机构提供的服务费用不菲,且质量不能得到有效保证,因而引起家长的不满。家长希望政府承担起相关职责,让学校作为主体向学生提供更多托管服务。美国、法国和韩国政府已经在该方面做了很多工作,我国一些地方政府也在这方面进行了尝试。我国政府应从以下几方面致力于推动义务教育阶段学校托管班的发展:提供专项经费,支持、鼓励中小学校举办托管班;放权给学校,鼓励其开展特色化、多样化的托管班服务;加强社会托管机构的监管,鼓励合理有序的自由竞争;搭建平台共享资源,保证学校托管班的质量。With the economic development and social progress in recent years,the demand for childcare service increases in China. However,the phenomena that many childcare service centers charge high with low service quality has caused parents' disapproval. These parents expect that the government will take corresponding responsibilities,and make schools the main places of providing childcare service for students. The United States,French,as well as Korean government have worked a lot in this respect,and some Chinese local governments have also made attempts. In order to promote the childcare service development in the stage of compulsory education,our government is supposed to do from the following aspects: support and encourage schools to open after- school childcare classes with special fund; delegate power to schools to develop characteristic and diversified childcare service; enhance the supervision on social childcare agencies,encourage open competition between these agencies and school classes; build platform and integrate various resources to ensure the quality of school childcare classes.
