摘 要:均衡发展已经成为我国义务教育的战略性任务。以校际共享课程建设为抓手,以学生走校、教师走教和网络教学等主要形式,来促进区域教育的优质均衡发展,不仅满足了学生的个性化成长需求,而且促进了教师的专业发展。政府职能开始从"管理"向"治理"转变,教育改革由单个学校向跨校选择的转变,由点状发展向整体区域发展的转变,由均衡发展向优质均衡发展的转变。Balanced development has become a strategic task of compulsory education in China. In Hangzhou, Zhejiang province, by promoting the excellent and balanced education in district through the education group of the schools, remarkable results have been achieved based on the shared courses construction among schools, students' school choice, teachers' teaching cross schools and web-based teaching. The results not only meet the need of students' personal growth, but also promote teachers' professional development, and schools gain good reputation gradually as well. The government functions change from "management" to "governance". The education reform changes from individual school to multi-schools collaboration, from single point development to regional development, and from balanced devdopment to excellent balanced development.
