摘　　要：地方本科院校转型发展是复杂的系统变革,要想有序、有效地推进,必须做好相应的组织与保障工作。为此,地方本科院校需要:破除思想误区,发扬"不等不靠、积极主动"主人翁精神;确立"注重内涵、孕育特色、改革创新"的工作方针;建立科学有序的运行机制;坚持积极稳妥的策略。It is necessary to do the organization and security work well in order to orderly and effectively promote local undergraduate universities＇transformation and development due to its belonging to a kind of complicated systematic reform. Therefore,local undergraduate universities should do as follows：breaking misconceptions and developing sense of ownership;establishing working policies of ＂emphasizing connotations,breeding characteristics,reforming and innovating＂ ;establishing scientific and orderly operating mechanism;sticking to positive and reliable strategies.
