摘　　要：全面深化改革时期,政府教育治理能力面临新的挑战。自主权下放激发了院校组织的创新热情。但就现实而言,在政府治理与院校创新之间存在着紧张性,突出表现为教育行政规制与院校跨界创新的对立冲突。反思两种行为,藉此实现张力平衡,对教育治理现代化目标的实现具有显著意义。In the period of comprehensively deepening reform, the capacity of governmental education faces new challenge. Power decentralization greatly inspired academy＇s innovation enthusiasm. In terms of reality, there is a tension between governmental governance and academy innovation, which outstandingly reflected as the confliction between administrative regulation and cross-border innovation. Rethinking the two behaviors to realize the balance could be of considerable significance to the realization of modernization goals of education governanee.
