摘 要:在新的历史时期,针对当前的民族语言教育地位和作用,制定联邦层面的全国性语言教育政策是消除危害社会稳定的破坏性因素和避免民族冲突的重要保障,也是俄罗斯转向民主、法制的公民社会的前提条件。本文由纵横交叉的研究路径展开,首先以历史的视角回顾沙俄和苏联时期的俄罗斯语言教育政策。其次,以语言学的角度,对俄罗斯联邦成立以后的国语和其他民族语言政策法律文件进行梳理和解读。最后,提出俄罗斯目前面临的语言教育政策挑战和存在的问题。Language education policy of Russia is made on the basis of the regulations of official educational departments and the language teaching and learning measures taken by educational institutions at all levels. In the new historical period, making national language education policy at the federal level according to the current position and function of the national language education is not only an important way to eliminate destructive factors endangering social stability and avoid social and ethnic conflicts, but also the prerequisite for Russia to transform into a democratic and legal civil society. This paper firstly makes a historical review of the language education policies in the periods of the Russian Empire and the Soviet Union. Then, it summarizes and interprets the legal documents about the national language and languages of other ethnic groups after the founding of the Russian Federation from a linguistic perspective. Finally, it points out the challenges and existing problems in Russian language education policy.
