抗日根据地减租减息中的“说理会”

摘　　要：抗战时期,中共确立了减租减息的基本土地政策,并在长期的政策实践中不断摸索,成功地在抗战后期找到了把政策变为现实的最佳方法,也就是"说理会"模式。"说理会"需要经历工作组和基层干部繁难的宣传和组织,并通过农民群众团体的具体安排才得以顺利举行。通过"说理"斗争,农民组织起来,保卫了自己的经济利益,提高了自己的政治地位;中共培养了忠实于党的事业的基层骨干,从而大大提高了对农村的掌控能力。当然,"说理"斗争在局部地区或者某个时间阶段,不免有"左"的倾向和表现,但基本上得到较好的控制。During the Anti-Japanese War, the CPC established the basic land policy of ＂reducing rent and interest＂, continued to explore in the long-term policy practice, and successfully found the best method of turning the policy into reality mode is ＂reasoning meeting＂ in the later part of the war. The＂ reasoning meeting＂ can be held smoothly, depending on the work groups＇ and grassroots cadres＇ difficuh propaganda and organization, and the masses groups of peasants＇ specific arrangements. Through the ＂＇reasoning＂ struggle, farmers are organized to de- fend their economic interests, and improve their political status; the CPC cultivates the grassroots backbone loyal to the party＇ s cause, and thus greatly improves the control on the rural areas. Of course, ＂the reasoning＂ strug- gle has ＂left＂ tendency and performance in some local areas or a period of time, but basically gets better control.
