摘 要:清退代课教师是优化农村教师队伍、促进农村教育发展的必然之举,然而,从实际执行结果来看,农村代课教师的清退缓慢,"一刀切"的做法也引发了种种问题,政策并未达成预期目标。究其原因,主要是由于清退代课教师导致农村教师紧缺、地方政府及居民利益受损和媒体导向代课教师。有效解决农村"代课教师"问题的对策为:解决农村教师缺编问题,疏通补充机制,确保代课教师退出后教学工作的正常进行;因地制宜、因人而异地解决代课教师清退问题;妥善处理被清退代课教师的补偿工作;建立健全政策执行监督机制。The discharging of substitute teachers is a necessary step to optimize the rural teaching staff and to promote the rural educational development. The present fact,however,is that the discharge of substitute teachers in the rural areas is slow and the act of "one size fits all"has brought about problems of one kind or another,so the policy hasn't achieved its expected results. The root causes are mainly the shortage of rural teachers,the loss of interests on the part of local government and citizens and the media leaning over to the substitute teachers which are all caused by the discharge of substitute teachers. To solve the problem,the following measures can be taken:solving the problem of teacher vacancy and unbarring the complementary mechanism to ensure the normal operation of teaching after the substitute teachers are discharged;discharging substitute teachers by adopting personified measures in accordance with the local conditions;properly handling the compensation for the discharged substitute teachers;and establishing the healthy mechanism of supervising the implementation of policies.
