摘  要:如何从数量和质量两方面改善师资是当前我国少数民族地区农村学校发展亟待解决的瓶颈性问题。贵州部分地区通过实施地方师范生免费教育以弥补部属师范大学免费师范生"下不去"的不足,同时扩大该政策的受惠面并取得一定成效。基于贵州的实践状况,分析和论证地方师范生免费教育的可行性,有利于贵州等少数民族地区地方政府对该政策更加有力的支持和统筹,进而让其能够发挥更大的效用,惠及更多少数民族地区的农村学校。How to improve the teaching staff b y means of quantity and quality is one urgent key issue for the development of rural schools in ethnic minority areal.In order to make up the shortage that the free students-teachers graduated from the six normal universities subordinated to the Ministry of Education rarely serve the schools in rural schools in ethnic minority areas, and to expand its influence, some regions in Guizhou implemented a provincial free normal education and achieved. Based on those practice, analyzing the feasibility of provincial free normal education will be beneficial to the policy being supported by provincial government in ethnic minority areas,and furthermore,be beneficial to more rural schools in those areas.
