由“运动式”走向“新常态”:成人高校教育质量评估模式的转换

摘　　要：运动式评估是单一主体参与的非常态评估,具有政府主导、标准统一、过程封闭的特征,评估过程忽视学校的主观创造性,无法体现学校专业特色,易滋生功利主义,消减学校办学的主动性和灵活性,不利于实现成人高校服务于地方经济发展的办学目标。常态化评估倡导构建教学质量监控与评估体系,关注学校自我评估;建立学校教学质量数据库,实行教学质量的常态监测;构建政府鉴定、学校自评、社会评估相结合的教学质量评估体系。成人高校评估标准应"因校而异",凸显学校特色、专业特色,关注学校办学目标与地方经济的适应性,促进学校内涵式发展。Campaign-style assessment is a non-normal assessment,which has characteristics of single subject participation,government leading,unificational standard and closure process. The campaign-style evaluation could hardly serve local economic development because it ignores college＇s subjective creativity,can＇t reflect the characteristics of the school,breeds utilitarianism,and reduces the initiative and flexibility of school running. Normal-style assessment advocates the construction of teaching quality monitoring and assessment system,pays attention to self-assessment,establishes the teaching quality database and the teaching quality evaluation system based on the combination of government identification,school self-evalution and social assessment. The evaluation criteria of adult higher colleges should be different from school to school,which highlights the school and professional characteristics,pays attention to the adaptability of school target with local economy and promotes the connotative development of the college.
