摘  要:城乡义务教育非均衡发展是多种因素和效应叠加的结果。教育理念在义务教育"公共性"上的认识偏差,造成了城乡义务教育发展在教育政策价值取向上错位。义务教育供给制度的强制性制度变革、政策意图偏离与制度外供给是造成我国城乡义务教育非均衡发展的重要原因。此外,"精英教育"取向等非制度因素使得我国城乡义务教育更趋于非均衡发展。Multiple factors and effects contribute to the unbalanced development of compulsory education in urban and rural areas. The deviation of educational concept of "public nature"in compulsory education causes the dislocation of the value orientation of educational policy in the development of urban and rural compulsory education. The mandatory reform of compulsory education supply system,the deviation of policy intention and out-of-system supply combine into one of the important reasons for the unbalanced development of compulsory education in urban and rural areas in China.In addition,such non-institutional factors as the dual structure of urban and rural areas,"urban bias"policy and "elite education"orientation escalate the unbalanced development of compulsory education in urban and rural areas.
