摘  要:工会直选被认为是完善基层工会组织建设的重要改革方向。然而,民主集中制背景下的工会直选能否提升基层工会代表性仍然存在较大的争议。本研究以程序民主理论为理论基础,采用多案例研究方法,从直选体现程序民主的视角探讨基层工会直选如何提升员工工会承诺。研究结论表明,基层工会直选可以从员工积极控制和工会集体决策两方面体现程序民主,从而提升员工工会承诺。员工积极控制体现在:直选过程有利于员工对工会的积极认知、同时有利于员工选举自己熟悉和信任的工会领导。工会集体决策体现在:直选产生的工会具有较强的民意基础与管理层平等协商,同时具有较强的组织化程度与管理层有序协商。Democratic union elections have been a key issue to Chinese workplace trade union reform. However, it is still controversial about the effect of democratic union elections on workplace union representation under the democratic centralism context. Based on the procedural democratic theory, using the multi-case research method, this research focuses on how democratic union election promotes union commitment from the perspective of the procedural democracy. Using five cases data, this research found that democratic union election can promote union commitment through union member controlling and union collective decision. Concretely, union member controlling means that the democratic election process facilitates union members' positive cognition toward union as well as their elections for competent and popular trade union cadres. Union collective decision means that the democratically elected union has strong representativeness as well as organizing ability to negotiate with the management equally and orderly.
