政府教育投资与私人教育投资的关系研究

摘　　要：文章利用1991-2011年的教育投资及其相关数据,对我国政府教育投资与私人教育投资的关系进行分析得出,无论长期还是短期内,政府教育投资对私人教育投资都有挤出效应,同时,私人教育投资目前并未对财政性教育投资起到引导作用。为此,建议转变教育投资观念,完善教育投资发展战略;拓宽教育融资渠道,缩小区域教育投资差距;强化教育投资调控,发挥国家财政主导职能。This paper analyzes the relationship between government investment and private investment in education in China by using the educational investment and relevant data of 1991-2011. It shows that in both long and short term, the government investment in education has an extrusion effect on private investment. Meanwhile,the private investment in education is not playing a guiding role in the financial investment.To this end, the author suggests to change the concept of education investment, improve the development strategy of education investment, broaden the financing channels, narrow the gap of regional education investment, strengthen education investment regulation,and have the state finance play the leading role.
