地方财政保障下的中等职业教育投入机制分析

摘　　要：中等职业教育事业的发展离不开教育经费的投入,由于我国中等职业教育发展模式的特殊性,地方政府必须作为责任主体而提供财政性教育经费,才能保障中等职业教育的快速、健康发展。为此,地方政府应积极制定政策,构建中等职业教育经费投入保障机制;拓宽渠道,形成中等职业教育经费合理的分担机制;加强引导,制定并完善生均经费及学生资助制度体系。The secondary vocational education can not develop without education funds investment. Due to the particularity of secondary vocational education development model in China, local governments must provide financial education funds as the responsibility body. This is the only way to safeguard the healthy and rapid development of secondary vocational education. Therefore, the local governments should actively develop policies, construct the financing investment safeguard mechanism for secondary vocational education; broaden the channels to form reasonable sharing mechanism for secondary vocational education investment; strengthen the guidance as well as develop and optimize the students＇ average budget expenditure and student financial assistance systems.
