摘  要:一所学校学生的学习效能和核心素养的高低直接决定该校教育效能和教育质量的高低。在中小学校管理工作中,在教育督导工作中如何评价一所学校学生的学习效能和核心素养,应当从哪些维度去评价,应当有哪些测评点,在国内外均属于极具挑战性而又十分前卫的研究。因而,对发达国家的中小学校评估指标进行系统研究,提炼出可以用于改进我国学校督导评估和中小学校质量管理评估的指标,尤其是提炼出科学前瞻的、接地气的、具有可测性和可操作性的、有价值的测评点,有着重大的现实意义。英国政府颁布的英国普通中小学校督导评价指标使用了学生的学业成就以及乐学程度、学生安全感程度、学生行为表现程度、学生健康生活方式程度、学生对学校和社区贡献程度、学生出勤情况、学生是否掌握适应未来工作的能力和学会保障经济无忧技能,以及学生在精神、道德、社交和文化等方面发展程度等八个维度和其测评点去评价学生的学习效能和核心素养,为我国构建此类指标体系或测评点提了供借鉴与参考。The level or degree of the student learning effectiveness and core competences of a school may directly decide the degree or level of the educational effectiveness and quality of the school. Within the administration and educational inspection for the primary and secondary schools,how to evaluate the learning effectiveness and the core competences of the students?From which dimensions to evaluate?What kind of indicators should we use?These are very challenging and advanced studies home and abroad. Therefore, it is very important to systematically study the evaluation indicator systems of the advanced countries,to draw out the useful indicators,particularly those forward-looking,scientific,practical,measurable,operative,valuable indicators,so as to improve the school inspectorate evaluation indicators of our country and to improve the indicators that are used to evaluate the quality in the primary and secondary schools in China. Taking the evaluation indicators of the common framework for inspecting primary and secondary schools which were issued by the UK government as an example,we find that it has used eight dimensions as well as their indicators to evaluate the student learning effectiveness and core competences. The eight dimensions include student outcomes and the degree of their enjoying of learning;the degree of student safety;the degree of the student behavior and performance;the degree of their healthy life style;the degree of the contributions to schools and to communities;the attendance;whether the students have mastered the abilities and skills for future work and their welfare; and the development degree of the students in the aspects of spirit,moral,social communication and culture.It has provided some useful information and ideas for the construction of our country's own evaluation system or indicator systems.
